Components - Performance Measures

Performance measures in freight transportation continues to be a widely discussed and debated topic worldwide. Research has been done in performance measures for transportation, and some initial research has been done on the topic as it relates to freight transportation. With that in mind, this area of the study will focus on three things:

1. Synthesizing the current state of practice in performance measurement in the area of freight
2. Developing a conceptual framework for desirable performance measurement in freight
3. Identifying performance measurements that could be utilized with existing information sources and systems

Summaries of the three different versions of a survey used in this task can be found below. Results from this survey are being utilized in the final reporting of this area of the study, as well as the Administrative Issues area. The results are aggregated or averaged, per the agreement with survey respondents. The response rate for the public sector survey was about 50%, while the rate for the private sector surveys was about 10%.

The lead researcher in this area is Ernie Wittwer, director of the Midwest Regional University Transportation Center, based at the University of Wisconsin-Madison.
